Common Council Approves Special Use Permit For Tavern On Badger Avenue, New Roadway Design Parameters For Emerald Valley Subdivision, Parklet Placement By Library

The Common Council met 05/01/2024. In addition to the Bartender/Operator License for Miguel and the premise amendment for OB’s Brau Haus, the Council separated out three additional items for individual votes. Those three items were:

  1. The Special Use Permit to establish a tavern inside the existing storage garage at the gas station at 1201 N Badger Avenue
  2. The new roadway design parameters for Emerald Valley 8, 9, and 10 subdivision plat
  3. The request from Appleton Downtown Inc., to install a parklet on the north side of Washington Street next to the intersection of Washington and Appleton Street

None of the items generated much discussion and all three of them were approved unanimously.

SPECIAL USE PERMIT FOR BADGER AVENUE TAVERN – During the Safety and Licensing Committee where this was first voted on, two owners of businesses that were near the proposed tavern spoke on the special use permit. One supported it and the other opposed it.

Alderperson Alex Schultz (District 9) asked for this to be separated out because several community members who were interested in the outcome had attended the meeting. None of the community members spoke on the matter and none of the Council members had any questions so it was approved unanimously without discussion.

ROADWAY DESIGN PARAMETERS FOR EMERALD VALLEY SUBDIVISION – This was unanimously recommended for approval by the Municipal Services Committee after minimal discussion. Alderperson Sheri Hartzheim (District 13) who represents the district in which the subdivision is location separated it out in order to express appreciation that the roads were designed with the city’s new Complete Streets design guidelines.

She also noted that some of the streets would allow parking on only one side and there was a street that would have a 10-foot wide sidewalk rather than the normal 5-foot wide sidewalk. Those were things that were relevant to people looking to purchase a home in that area, so she wanted to highlight it.

PARKLET INSTALLATION – This item had been unanimously recommended for approval by the Municipal Services Committee. The location is the same as it was in 2023, and although it did not receive a lot of use last year, it fit within the parameters of the city’s parklet policy and Appleton Downtown Inc thought it might see more use now that the Merge/Urbane 115 housing development had tenants.

Alderperson Schultz separated it out at the request of ADI which, in light of the good weather we have been experiencing, wanted to amend the request to allow them to install the parklet as soon as possible rather than on May 30th as they had originally request. This amendment was approved without discussion and then the amended item was approved unanimously.
