Municipal Services Committee Approves Street Design Parameters For Emerald Valley Subdivision – Staff Discusses Benefits Of New Street Design Approval Process

The Municipal Services Committee met 04/22/2024. One of the items they took up was the request to approve the roadway design parameters for the roads planned for additions 8, 9, and 10 of the Emerald Valley subdivision.

This was the first roadway to a subdivision approved under a new process implemented by the Department of Public Works and the Community Development Department  in which subdivision road designs are determined and approved the Council prior to the subdivision plat being finalized. Director of Public Works Danielle Block said doing this early would assist with creation of development agreements.

Traffic Engineer Eric Lom said of the new process, “It’s just much more organized this way. We’re all working off the same sheet of music. We’re building the foundation as we go and moving along to the details in an orderly fashion. And so making these decisions on the front end and making sure that our elected officials are on board with the decisions that are being made is just going to result in a better product, better public relations with the folks that are going to ultimately live in these subdivisions.”

The committee voted unanimously to approve the roadway designs.

These roads were designed with the city’s new Complete Streets design worksheets. The designs included information on total width, size of the sidewalks, terrace width, bike lanes, and on-street parking. This information was valuable in providing a clear record of what is planned as the city works with developers, and it will also assist the city when it comes back years later to provide final concrete paving of the roads.

Alderperson Sheri Hartzheim (District 13) noted that some of the streets only had parking on one side and one of the sidewalks along Providence Avenue was planned to be 10’ wide instead of the standard 5’. Those issues had caused contention is other District 13 subdivisions, and she was glad the plan for this subdivision was being put forth clearly so buyers could know ahead of time.
