CEA Review Committee Meeting 07/11/2022 – Will Vote On Request To Replace Mower Damaged In Car Accident Last Month

The CEA (Centra Equipment Agency) Review Committee is meeting 07/11/2022 at 4PM. This committee meets infrequently when needed and last met 04/11/2022.

They will be taking up four different requests three related to Police Department vehicles and one regarding a city lawn mower.

As you may recall, last month a city employee narrowly avoided being struck by a vehicle while mowing a terrace on the north side of town. A driver jumped the curb and hit the riding mower he was using. The damage amounted to nearly $9,700 which the insurance for the offending driver agreed to pay. The cost of a new mower was not even $2,000 more than that, so the city decided to purchase a new mower rather than repair the old one.

The 3 Police Department related requests were…

(1) A request to use replacement reserve funds from police van 1002 to upfit van 1001 and keep van 1001 in service. Essentially, the Police Department’s crime scene processing vehicle is no longer sustainable for that purpose. A like-kind replacement vehicle would cost between $75,000 and $100,000. APD is requesting to convert their current command post vehicle into a crime scene processing van using the $22,169 that had been designated for the purchase of a replacement.

(2) A request for joint purchase and ownership with Outagamie County of a new Mobile Command Center. The space within the Police Department’s current Mobile Command Center cannot adequately support their current technology needs. A used MCC was not feasible, but a new one would cost between $450,000 and $540,000. Outagamie County also needs a new MCC, so they would like to jointly purchase a new MCC with each paying half the cost and Outagamie County spending an additional $47,000 for technology needs.

(3) A request to downgrade 8 unmarked police cars and upgrade 3 intensive use squad cars. The 8 unmarked cars are up for replacement and downgrading to non-police package SUVs would reduce the overall cost by almost $50,000. The police department would like to use that savings to upgrade the three marked sedans that are up for replacement to Ford Police Interceptor SUVs. They would also like to upgrade all of the vehicles to hybrids.
