Safety And Licensing Committee Meeting 06/28/2023 – Will Vote On Request To Deny Beer License To Core’s Lounge, Discuss Recent Sushi Lover Alcohol License Violation

The Safety and Licensing Committee is meeting 06/28/2023 at 5:30PM.

There are a few items that look potentially pretty interesting.

A representative from Sushi Lover will be appearing to discuss their alcohol license demerit point violation for having no licensed operator on the premises on 03/13/2023 and explain the steps they are taking to prevent that from happening in the future.

The committee will also be voting on a request to deny a Class B Beer License to Core’s Lounge. This item was held for two weeks at the last Safety and Licensing Committee meeting because nobody from the attorney’s office was present, and the Police Department had not submitted a memo outlining the reasons for a denial. That memo has now been submitted. In addition to having 4 licensing violations when they had a license, it appears Core’s Lounge was also found guilty of serving alcohol on the premises after their alcohol license was revoked on two separate occasions. Additionally, in February of 2022 during the final incident to occur when they still had a license, not only were multiple underage drinkers found on the premises, but someone was actually shot.

The memo points to the adverse impact on the peace and quiet of the nearby residential neighborhood and the excess amount of police resources that will be needed to police this establishment as reasons to deny an alcohol license. The memo concluded, “The Police Department feels that Kor Xiong and the bar management staff have not demonstrated the necessary maturity and decision-making capacity to be allowed an alcohol beverage license in the City of Appleton, including continued law violations after their previous alcohol license was revoked. Being aware of no evidence showing the licensee’s rehabilitation and fitness to engage in the licensed activity, the Police Department recommends that the Council deny the application based on the applicant being a habitual law offender.”

In keeping with the alcohol license violation theme of the meeting, the committee will also be receiving a report on recent alcohol law violation convictions for 5 separate establishments, all of which received 80 demerits for serving alcohol to minors.

The committee will also be voting on a slate of routine-looking alcohol license and temporary alcohol license applications as well as a request to by the Fire Department to apply for a grant for EMS supplies and training items.
