City Plan Commission Meeting 06/28/2023 – Will Take Up Rezoning Request And Special Use Permit For The Heritage, Creation Of TIF District 13, Public Land Dedication

The City Plan Commission is meeting 06/28/2023 at 3:30PM.

The agenda includes three public hearings with associated action items.

The first is a rezoning request for 2600 S Heritage Woods Drive in Appleton from  a PD/R-3 Planned Development Amendment #G-98 Multi-Family District to an R-3 Multi-Family District. This property houses The Heritage and Peabody Manor. The owner, ThedaCare, is requesting the change “for the purpose of conforming and expanding operations” of the facility. [Honestly, my eyes glazed over when trying to read the staff report. It looks like the current zoning is outdated and no longer how the city does things, so ThedaCare decided to rezone the property to a current designation to facilitate future development. But, like I said, my eyes glazed over so I could be totally mistaken.]

The second is a special use permit application for The Heritage property that would allow them to expand the community based residential facility. ThedaCare currently runs a 20-bed community based residential facility. They would like to created an 8-bed memory care unit and expand their overall community based residential facility from 20 beds to 51.

The third is a request to approve a resolution designating the boundaries and project plan for the proposed Tax Incremental Financing District 13 in Southpoint Commerce Park. The committee received an overview about TIFs along with some reasoning for why the city wanted to create a TIF district for the Southpoint Commerce Park back on 05/24/2023.  

In addition to the three items which have associated public hearings, the committee will be voting on one item that does not have a public hearing. That is a request to approve the dedication of land for public right-of-way for portions of N Providence Avenue and E Baldeagle drive. On 05/24/2024 the commission approved the rezoning of this area, and are now formally dedicating it to be used for public right-of-way.
