City Plan Commission Meeting 06/14/2023 – Will Vote On Permits Allowing Stone Arches Brewpub And Maritime Bar To Expand Serving Areas, Rezoning Request For Lawrence-Owned Properties

The City Plan Commission is meeting 06/14/2023 at 3:30PM.

They have four public hearings along with four associated action items they will be taking up.

The first two items are special use permits for existing businesses that would like to expand the area on which they serve alcohol.

The Stone Arch Brewpub in the Between the Locks building on South Olde Oneida Street would like to start using the third floor of the building as an event space for meetings, weddings, birthday parties, and occasional live music. These events would include alcohol sales and consumption, hence the need for a special use permit to serve alcohol in that area in addition to the existing restaurant/microbrewery. City staff is recommending approval of the request.

The Maritime Bar on the corner of Wisconsin Avenue and Division Street would like to expand their existing tavern with an outdoor patio area that would include alcohol sales and consumption City staff is recommending approval of the request.

The last two items on the agenda are an amendment to the city’s Future Land Use Map and then a related rezoning request by Lawrence University and the Taste of Thai owner for properties on the southwest corner of College Avenue and Drew Street. The university would like to rezone them from a Public Institutional zoning to a Central Business District zoning.

The properties that would be affected by the change are the grassy lot next to the Taste of Thai restaurant as well as the three buildings immediately to the west of the Taste of Thai restaurant.

City staff believes these were only zoned as P-I Public Institutional because they were owned by Lawrence. The rezoning “would result in a uniform zoning classification being applicable to the entire south side of College Avenue between Drew and Durkee Streets.”

Lawrence is requesting the rezoning because it would allow maximum flexibility for their development or redevelopment and “would permit a greater variety of mixed – use, revenue generating options, including potential residential use on floors above street level. Moreover, anything Lawrence would do with the parcels would be consistent with a CBD designation, since higher educational institutions are specifically permitted in the CBD District.” City staff is recommending approval.
