Finance Committee Meeting 12/12/2022 – Will Vote On Resolution To Eliminate Alderperson Parking Pass Benefit

The Finance Committee is meeting 12/12/2022 at 5:30PM. It looks like a fairly heavy agenda.

The action item I would expect would result in the most amount of discussion is Resolution 12-R-22 which would eliminate the Common Council’s parking pass benefit.

During the Public Hearings and Appearances, the committee will receive a presentation on the Appleton Yacht Club’s finance reports.

The committee will also be voting on (and also receiving as information items) a number of contracts and contract change orders, none of which on their face appear like they would result in much discussion.

Additional action items include:

1. A request to terminate Tax Incremental District #6. The district was formed in January of 2000 and the final development agreement payment was made in August of 2022. Per the memo submitted to the committee, “Since there are no remaining project costs anticipated, and no further debt service payments, Wisconsin Statutes require the district be terminated and no further tax increments be certified after the 2022 tax roll.”

2. A request to write off $45,000 in invoices and $10,000 of personal property taxes. As discussed at the Finance committee last year when the 2021 write offs were brought up, this write-off is a step they take ahead of the annual audit so that the city doesn’t overstate its revenue at the end of the year; it will not, however, change their efforts to collect these outstanding debts.

[It’s at least somewhat fun to go through the list of unpaid debts and judge some of these organizations for not paying invoices and taxes. A number of financial services owe money for one reason or another. If they’re even still in business, I questions whether having outstanding debts speaks well of their general financial competence. The US Postal Service owes $144.74 for traffic sign damage, and Hertz Vehicles owes $9,029.04 for street light damage. C Romenesko Construction owes $724.20 for a damaged curb box. Do none of these entities have insurance to cover these situations?]
