Community And Economic Development Committee Meeting 11/10/2021 – Will Vote On CDBG Policy And Allocations, Also Vote On Giving Merge LLC An Additional Month To Work On Development Agreement For Blue Ramp Site

The Community And Economic Development Committee is meeting 11/10/2021 at 4:30PM.

They have 3 action items on the agenda.

The first is a request to approve some amendments to the Community Development Block Grant (CDBG) Policy. Per the memo, “The amendment addresses the following:

  • Incorporating the HUD definition of program income, per 24CFR Part 570.500;
  • Establishing a quarterly timeline for receipt of program income;
  • Identifying the process of receipting for the quarterly recording of program income”

The second is a request to approve nearly $600,000 in 2022-2023 CDBG allocation recommendations. The allocations include funding for:

  • City of Appleton Homeowner Rehabilitation Loan Program – $120,000
  • Fair Housing Services – $25,000
  • Appleton Housing Authority – $75,000
  • Greater Fox Cities Habitat for Humanity – $120,000
  • Rebuilding Together Fox Valley – $80,000
  • The Mooring Programs – $66,231
  • Harbor House – $25,000
  • LEAVEN, Inc. – $30,000

It also includes $58,479 (9.8% of the total funds) designated for program administration costs.

The third is a request to approve a one month extension to the Planning Option Agreement the city has with Merge, LLC regarding the mixed-use development they hope to locate on the former Blue Ramp site by the library. Merge already purchased the Conway Hotel site that is right next to the Blue Ramp site and entered into a Development Agreement for that site with the City of Appleton for that site. They currently are working with the city to finalize a development agreement for the Blue Ramp site and need one more month to work out some of the details. If approved, Merge would pay an additional $1,000 to the city for the extension.
