Community Development Committee Meeting 07/10/2024 – Will Vote On Contract For City’s Comprehensive Plan Update And Contract For Neighborhood Leadership Academy Programming

The Community Development Committee is meeting 07/10/2024 at 4:30PM.

They will be holding a public hearing pertaining to the 2024 Annual Action Plan for the Community Development Block Grant Program.

They will be voting on two requests to award contracts.

The first is a request to award the contract for updating Appleton’s Comprehensive Plan and Sub-Area Plans to SmithGroup in an amount not to exceed #4375,000. Per the staff memo on the contract, “The Comprehensive Plan Update will emphasize on the housing and land use elements within the plan. The plan will be restructured to a user-friendly format. City staff identified three areas of interest for the subarea planning. The three areas consist of S. Oneida Street, W. Wisconsin Avenue, and Northland Avenue/Richmond Street. The subarea planning will build off the Comprehensive Plan update and identify transformative sites within the subareas.”

The second is a request to award the contract for the Neighborhood Leadership Academy Program to NeighborWorks Green Bay for a total not to exceed $80,000. The city allocated $100,000 of American Rescue Plan Act funds for the Neighborhood Leadership Academy program. Per the staff memo, “This programming will empower Appleton’s residents to strengthen their neighborhood organizations, provide an educational leadership development opportunity, and increase the self-sufficiency of Appleton’s neighborhood organizations to pursue improvement projects, funding opportunities, and increase community connections.”

They will also be voting on a request to amend the offer to purchase 14 acres in the Southpoint Commerce Park by F Street Manager 3, LLC. F Street would like to extend the inspection date by one year and modify the purchase price from $41,000 per acre to $43,000 per acre. The committee may go into closed session to discuss this item.

As an information item, they will be receiving information about the 2024 Annual Action Plan for the Community Development Block Grant Program.
