The Municipal Services Committee is meeting 03/20/2023 at 4:30PM.
The agenda is pretty full with three items in particular that may stand out to the public.
One is the Memorandum of Understanding between the City of Appleton and Bird Rides for an e-scooter program. This was brought before the Committee back in February but was put on hold after the committee members expressed a desire to make changes. It has now been brought back with those changes. The agreement has been changed from 2 years to 1 year, the city will be reimbursed $0.20 per ride instead of $0.10, and Bird has updated the monthly report they provide to the committee. Additionally, although Bird does not want to turn on the ID check feature permanently for fear of becoming inaccessible to people without IDs, they will turn it on for a couple weeks to try to deter underage riders. [I’d be very curious to know the number of people who currently do ride Birds but would be blocked from doing so if the ID check feature were turned on permanently.]
The committee will also be voting on the College Avenue Lane Reconfiguration proposal. This has appeared before the committee several times as an information item, but this time they will be voting on whether or not to approve it.
Finally, the committee will be voting on Resolution 2-R-23 which would eliminate No Mow May and return the relevant city code to how it was prior to No Mow May being written permanently into city code. This resolution was prompted by the facts that (a) several studies show that bees fare better when grass is shorter and (b) the study that was used as the basis for demonstrating the benefits of No Mow May has been retracted.
