Safety And Licensing Committee Conducts Alcohol License Violation Appearances For Foxtrot Saloon, Walgreens, and Lindo Michoacan

The Safety and Licensing Committee met 07/09/2025. They held three demerit point violation appearances, only two of which had representatives attend, and also reviewed some recent alcohol license violations.

FOXTROX SALOON DEMERIT POINT VIOLATION APPEARANCE – Foxtrot Saloon received 80 demerit points for dispensing alcohol to a minor. The owner Gregg Van Dinter appeared at the committee meeting. He told the committee the business was usually patronized by people in their 50s and 60s. He had just hired a new bartender who had just gotten his license, and the night the violation happened was his first night on the job. Mr. Van Dinter left the bar area to check on something, the bar got busy, and when Mr. Van Dinter returned the violation had already occurred. If he had been there while it was happening he would have reminded his employee to check the ID.

WALGREENS #05102 DEMERIT POINT VIOLATION APPEARANCE – The Walgreens at 700 W College Avenue received 40 demerit points for not having a licensed operator on the premises. The violation letter was addressed to Sarah Loeck who was the previous manager of that location, but David Gallagher, the new acting store manager for that location, was the person who attended the committee meeting. He said that the employee responsible for the violation didn’t work there anymore, and since he took over management of the store all of his employees had active alcohol operator/bartender licenses.

Alderperson Sheri Hartzheim (District 13) asked if the change in store management required a change in the alcohol license agent for the store and was told that it would. Mr. Gallagher said that he had filed that paperwork and was now the alcohol license agent for the store as of July 1. [The demerit point violation letter was mailed out 06/10/2025 which would have been prior to the agent of record being updated, which is why it would have been addressed to Sarah Loeck.]

LINDO MICHOACAN DEMERIT POINT VIOLATION APPEARANCE – This business received 40 demerit points on their license for having no licensed operator on the premises. A demerit point violation letter requesting a representative to appear at the Safety and Licensing Committee meeting on 07/09/2025 and discuss the matter was mailed out 06/10/2025 to the license holder Pedro Juarez. However, neither Mr. Juarez nor another representative attended the meeting.

ALCOHOL LICENSE VIOLATION CONVICTIONS – The Safety and Licensing Committee was told that four businesses received alcohol license violations. All of them were selling alcohol to a minor. The businesses were the Walmart Super Center on Calumet Street, Scuba’s Pourhouse, Rascal’s Bar and Grill, and Appleton Liquor on Meade Street. All four of these businesses had been asked to appear before the committee in August to discussion their violations.

These violations were all the result of the Appleton Police Department performing its regular checks. Police Chief Polly Olson indicated they had been seeing a lot of violations recently and the committee would see more such violations over the next few months.
