The Finance Committee is meeting 01/22/2024 at 5:30PM.
They will be discussing and voting on the Resolution for Use of Efficiency and Conservation Block Grant Funds. This resolution calls for $134,000 in Department of Energy Efficiency and Conservation Block Grant funds to be directed toward qualifying aspects of the Library Project and for the offsetting savings to be applied to existing Library Project Expenses.
They also have two other action items related to city utilities. One is a request to award the Unit W-24 Sewer and Waterman Reconstruction contract to Kruczek Construction for an amount just shy of $3 million.
The other is a change order for the Z-23 Water Reconstruction contract to increase the contract amount by $335,000 to be paid through the full use of the project’s contingency as well as a budget amendment moving $185,000 from the Capital Construction budget to the Water Reconstruction budget. The increase in budget is due to the need for additional concrete pavement as well as having had to perform additional emergency repairs to the water main that were not originally a part of the project.
They will also be receiving a number of information items, mostly updates on existing project contracts.
The last information item is an update on the use of American Recovery Plan Act funds and projects that qualify for those dollars. All funds must be obligated to specific project by the end of this year, 12/31/2024, and be spent by 12/31/2026. The memo from staff outlines the different qualifying projects they have identified and the stage those different projects are at in terms of receiving ARPA funds. A number of those projects are at the point of having projects executed. A number of others are still in the review and collaboration state.
