Municipal Services Committee Meeting 01/22/2024 – Will Vote On Avenue Of Ice Permit, Sole Source Traffic Equipment Purchases, Contract For Increased Security For Downtown Parking Ramps

The Municipal Services Committee is meeting 01/22/2024 at 4:30PM. They have 4 action items on the agenda.

The first is a request from Boldt for a street occupancy permit for the Fox Commons City Center Plaza construction site access point along Washington Street for period ending 07/01/2024. Essentially, they need to bag three parking meters in that area so that semis can maneuver back there. The parking spots will still be available for use by the public on Saturdays and Sundays.

They will also be voting on a request for a street occupancy permit from Appleton Downtown Inc that will allow them to place ice carvings along College Avenue for the Avenue of Ice event on the weekend of 02/23/2024.

Additionally, they will be voting on two sole source requests, one for purchases related to various traffic equipment and technologies and one for a 2024 contract with Star Protection and Patrol to provide parking ramp security services.

The City of Appleton utilizes Siemens and Eberle Design Inc. equipment, and a company called TAPCO is the exclusive vendor in Wisconsin for those products, hence the need for the sole source contract. Additionally, the city has a standardized appearance for decorative street lighting equipment, thus, again, necessitating sole source contracts with various companies for various products.

Star Protection and Patrol currently provides security services at the transit center and the city’s 3 parking ramps. They are currently contracted to provide 2 hours of services per day in the parking ramps, but the Department of Public Works “has identified a need for increased contracted security services at parking ramps in 2024 to help reduce the incidence of vandalism and other unauthorized behavior that may impact customer experiences as well as Parking Utility staff and financial resources.” The city is pleased with the quality of service they have been receiving from Star and would like to continue working with them in 2024, hence the sole source contract which would increase the hours of patrol service per day for the parking ramps from 2 hours to 8 hours.
