Municipal Services Committee Holds Whitman Yard Waste Site Closure Resolution Until January, Provides Questions Related To Potential Closure For Staff To Research

The Municipal Services Committee met 11/20/2023. One of the items they took up was the Resolution to close the Whitman Street yard waste site.

This resolution was submitted by Alderperson Chad Doran (District 15), and like the two other resolutions he recently submitted, this resolution was put on hold by the committee, in this case until the 01/08/2024 Municipal Services Committee meeting.

The committee voted unanimously to hold the item until the 01/08/2024 committee meeting in order to provide staff some time to research issues related to the closing. Committee members wanted to know several things:

  • Why was the Whitman yard waste site initially opened?
  • How will the city moving to collecting leaves via vacuum truck impact usage of the yard waste sites now that people will not be able to leave yard waste out with their leaves?
  • What are the details, particularly the financial details, of the memorandum of understanding between Appleton and Grand Chute that allowed Grand Chute residents to use the Whitman facility?
  • How would the city reach out to residents to let them know closure of the Whitman yard waste site was being considered?
  • What would staff expect the overall customer experience to be if they moved to one yard waste site? Would that cause long lines and customer frustration?
  • Were there accessibility features that differentiated the Whitman site from the city’s main yard waste site on Glendale Avenue?

Although not a question for staff, Alderperson Nate Wolff (District 12) commented that the feedback he had received from his constituents on the proposal had generally been feelings of frustration. “[T]hey’re sick and tired of their resources in the city being threatened to be taken away while paying high taxes.”
