Finance Committee Meeting 11/20/2023 – Will Vote On Resolution Changing Budget Delivery Deadline, Resolution Funding Purchase Of 10 Additional Flock Cameras, And 2024 Special Assessment Policy

The Finance Committee is meeting 11/20/2023 at 5:30PM.

They three action items on the agenda, two resolutions and a request related to the city’s special assessment policy.

The first resolution they will be taking up is Resolution 14-R-23 which would change the timeline for delivery of the executive budget to the Common Council from the first Wednesday in October to the third Wednesday in September. This change would give the Common Council more time to review the budget and enact amendments and changes.

The second resolution on the agenda is Resolution 13-R-23 which would reallocate $25,000 in ARPA dollars to fund the purchase of 10 additional Flock License Plate Reading Cameras. The Police Department conducted a trial with 29 Flock cameras but only had enough funds to continue to program beyond the trial with 19 cameras. The reallocation of $25,000 of ARPA funds would allow them to continue to program with the full number of 29 cameras.

Finally, they will be voting on a request to approve the 2024 Special Assessment Policy and also have the Amethyst Drive reconstruction project be subject not to the 2024 policy but to the 2023 policy. The Special Assessment Public Hearing for this project had been conducted in spring of 2023 but the project ended up being delayed. In recognition of that delay, city staff is requesting that they be assessed under the 2023 policy in which the property owners will be assessed at 75% of the cost for assessable items rather than the 2024 policy in which they would be assessed 100% of the cost for assessable items.
