Municipal Services Committee Meeting 11/07/2022 – Will Vote On Lease For Encroaching Fence and Linwood Avenue Reconstruction, Receive October Bird E-Scooter Report

The Municipal Services Committee is meeting 11/07/2022 at 4:30PM.

They will spend some time in closed session reviewing the Landfill Siting Committee contract negotiations.

In open session, they will consider and vote on 2 action items.

The first is a lease agreement for a fence on E Glenhurst Lane. The fence, erected in 2016, encroaches 2 feet onto city property. The city does not want to lose any property rights but also does not want to force the property owner to immediately remove the fence. Therefore, staff is recommended that the city lease the 2 feet of city owned land to the homeowner for a period of 10 years at which point the fence will need to be removed.

The committee will also be voting on the reconstruction design of Linwood Avenue from College Avenue to Summer Street. I would expect this to garner at least some discussion because a property owner submitted and email laying out various concerns with the planned design, mostly related to their perception that the street is used as a truck route even though it may not be officially marked as such.

Finally, the committee has two information items, their regular monthly reports for the Bird E-Scooter program and the Inspection Division Permit Comparison. It looks like there have been no known Bird accidents for the last two months and complaints made to the city have tapered off also.
