Common Council Approves Election Inspectors And Committee Appointments/Reappointments, Approves Resolution Updating City’s Alcohol License Demerit Point System

The Appleton Common Council met on 12/15/2021 for what was it’s final meeting of 2021. They received a Covid-19 update and then spent a good deal of time deliberating on proposed changes to the municipal code governing food trucks in Appleton.

Although those items took up the bulk of the meeting, the Council did vote on some other items.

Mayor Woodford presented Election Inspector appointments for the 2022-202 election cycle. These were approved 13-0 with Alderperson Sheri Hartzheim (District 13) abstaining because she will be serving as an unaffiliated election inspect.

The mayor then presented committee appointments and reappointments.

These included 3 reappointments:

  • Elyse-Krista Mische – Appleton Public Arts Committee
  • Bill Wetzel – Business Improvement District Board
  • Monica Stage – Business Improvement District Board
  • Dana Reader – Exposition Center Advisory Committee of ARA
  • Corey Otis – Parades Committee
  • Dean Gazza – Sports Facility Advisory Committee

They also included 2 initial appointments:

  • Emma Kane – Board of Health. Emma has a degree in Biological Anthropology and a Master’s in Public Health and currently works for Community Action for Health Living in Kaukauna trying to prevent youth substance misuse in northeast Wisconsin.
  • Tim Ceman – Business Improvement District Board. He is a procurement manager at Kimberly-Clark, an entrepreneur, and a real estate investor.

The appointments and reappointments were approved 14-0 with no discussion.

Three items were separated out from the agenda for individual votes. As mentioned, the food truck regulations took up the bulk of the discussion.

The two other items separated out were Municipal Services item 21-1667 Approve proposed changes to Municipal Code Chapter 15 Solid Waste and Recycling to correspond with operational changes previously approved at Council and Safety and Licensing item 21-1700 Resolution #16-R-21 Alcohol License Demerit Point System.

After approving the food truck regulation changes, the Council took up the Solid Waste and Recycling changes.

Alderperson Michael Smith (District 10) was the one who separated this item out. Per the changes, the city would no longer be taking items from the terrace such as toilets and sinks, although those could be dropped off at the Glendale site for a fee. Alderperson Smith wanted to know what the impact of this would be on residents as they will now be faced with having to transport things that they had been used to getting picked up curbside as a service paid for by their taxes. He was wondering why these items were eliminated if they were within the weight limit of other things that can still be picked up curbside as bulky overflow.

Director of Public Works Paula Vandehey said that in July of this year the Council approved a package of all the changes to solid waste and recycling pickup, leaf collection, and snow removal. At that time, they had discussed the need to approve a package deal because the city only had so many employees and so much equipment. The purpose of the item currently on the agenda was to codify the changes the Council had already approved. They couldn’t go back and change anything at this point because that package had already been approved.

There were no further questions from any of the alderpersons and the Council voted 13-1 to approve the municipal code changes with Alderperson Smith being the one nay vote.

Resolution 16-R-21 regarding the alcohol license demerit point system had also been separated out by Alderperson Smith. This resolution had been sponsored by Alderperson Smith and recommended for approval by the Safety and Licensing Committee.

Alderperson Smith spoke briefly, mentioning that they had a great discussion at the committee and expressing appreciation for the support shown by the Attorney’s Office, the Police Department, and the committee. He hoped the Council would pass it as it would provide the Police Department with an additional tool.

There was no further discussion and the Council approved it unanimously.

The Council finished up the meeting by voting to cancel the 01/05/2022 Common Council meeting. [This meeting won’t be necessary because there will not be any committee meetings taking place prior to it due to the holidays, so there will not be any business for them to vote on.]
