I was finally able to track down the agenda for the Common Council meeting on 02/03/2021 at 7pm. Apparently the calendar on Appleton.gov was not linking to the meeting details, but the meeting details were actually posted on the city’s legistar page.
Download the agenda packet here:
There will be a Covid update.
The mayor will be presenting 4 mayoral proclamations.
The first declared February 2021 Black History Month and encourages “all residents to celebrate our diverse heritage and culture, learn about our history, and continue efforts to create a community that is more just, peaceful, and prosperous for all.”

The second declared February Career and Technical Education Month and urges “all residents to become familiar with the services and benefits offered by the career and technical education programs in our community and to support and participate in these programs to enhance individual work skills and productivity.”

The third declared February 1-7, 2021 Burn Awareness Week in Appleton and encourages “all residents to become familiar with burn prevention and take appropriate steps to protect their families from burn injuries.”

The fourth declares February 1-7, 2021 Gun Violence Survivor Week in Appleton and encourages “all residents to raise awareness about gun violence, renew our commitment to reduce gun violence and keep firearms out of the wrong hands, and encourage responsible gun ownership.”

The mayor has also appointed former alderperson and current member of the Outagamie County Board of Supervisors Chris Croatt to the Board of Zoning Appeals.
The Council will be voting on multiple things that have been working their way through the committees, including (1) appointing the city attorney Christopher Behrens to represent the city in negotiations surrounding the expansion of the Outagamie County landfill, (2) allowing Appleton Downtown Inc. to display ice sculptures along College Avenue, (3) modifying the special event policy to extend the application fee carryover to 2022 due to ongoing Covid concerns, (4) approve budget amendments related to grants received for Covid expenses, and (5) enter into a memorandum of understanding with ADVOCAP to, using Covid grant money, provide services to homeless people.
There are other items on the agenda that I have not highlighted. You can view full meeting details here: https://cityofappleton.legistar.com/MeetingDetail.aspx?ID=825731&GUID=740300B4-DC08-49FD-9DF1-A417CCC8EFBF&Options=info|&Search=
