Municipal Services Committee Meeting 06/21/2021 – Staff Will Recommend Cutting Back On Sidewalk Repair, Limiting Shed Options For Homeowners

The Municipal Services Committee is meeting 06/21/2021 at 4:30PM.

They will be voting on various street reconstruction projects.

They will be voting on recommended updates to the city’s Sidewalk Maintenance Policy. It looks like the changes would provide more flexibility to the city to put off repairing or replacing broken or damaged sidewalk squares. The policy also allows property owners to pay out of their own pocket to replace or repair damaged sidewalk sections.

Although the city seems to be trying to cutback on its own expenses, staff is recommending measures that would limit cost-cutting measures for homeowners. Although pole buildings and metal shipping containers “are becoming an inexpensive alternative to traditional storage shed construction”, city staff wants to ban their installation in Appleton  “in order to maintain the residential character of the City’s neighborhoods.”

City staff is also recommending changes to the Municipal Code in an effort to further clarify “what is required in order to install a new service, as well as solar installations, by a home owner in their own home.”

U.S. Venture recently dedicated a portion of their property to the City of Appleton to improve and widen E. Lawrence Street, and they are now asking for a temporary occupancy permit to use some of the land they just dedicated for temporary parking until Appleton actually begins the street reconstruction in 2023.

As an information item, the Department of Public Works has also put together a list of Questions and Answers to the questions they received in response to their proposed changes to leaf, brush and bulky overflow collection and snow removal processes. They will also be presenting their modified proposal that would cut back but not fully eliminate free bulky overflow collection.
