The Municipal Services Committee met 07/21/2025. Most of the meeting was taken up with the design hearing for the reconstruction of Oklahoma Street, but they did take up a number of action items, none of which prompted much discussion and all of which were unanimously recommended for approval.

GLENMORE PARK PLAT NEW STREET DESIGN PARAMETERS – The design parameters for the new streets within this subdivision included a couple streets designated as collector streets that will be 30 feet wide with on street parking on one side only, and several streets designated as local streets that will be 27 feet wide with on street parking on only one side. These streets would meet the design parameters laid out in the Complete Streets Design Guide that the city adopted last year. Public Works Deputy Director Pete Neuberger told the committee that the Complete Streets Design Guide reflected current industry standards intended to accommodate multi-modal transportation. It was intended to make streets narrow enough to influence driver behavior and make them naturally drive slower which in turn would make things safer for bicyclists and pedestrians.

MISSION RIDGE NORTH PLANT NEW STREET DESIGN PARAMETERS – The design parameters for new streets within this subdivision include a couple streets designated as collector streets that will be 30 feet wide and have parking on only one side of the street and several streets that will be designated as local streets that will be 27 feet wide and have parking on only one side of the street.

I-41 HWY 47/MEADE STREET STATE MUNICIPAL FINANCE AGREEMENT – This finance agreement was between the state, the city, Grand Chute, and Outagamie County and pertained to paying for the I-41/Richmond Street interchange and the I-41/Meade Street overpass. Public Works Director Laura Jungwirth told the committee that Appleton’s financial commitment would pertain to the façade staining, any silhouettes that were added, and any addition traffic items such as traffic cameras that were added.
I-41 HWY 47/MEADE STREET STATE MUNICIPAL MAINTENANCE AGREEMENT – This agreement pertained to the same interchange and overpass as the financial agreement. It laid out what portions of the area the city would be responsible for maintaining.


VACATION OF A PORTION OF N ONEIDA STREET RIGHT-OF-WAY AND ALL OF UNNAMED HISTORIC ALLEY RIGHT-OF-WAY – These street vacations pertained to the section of Oneida Street that runs between Vally Transit and the Library and a section of the street that runs between Valley Transit and the Yellow Parking Ramp. It was prompted by the new Transit Center development project. In a street vacation, the street is divided in the middle and each side becomes the property of the property owner on either side of the street. In this case, the City of Appleton owned each side of the street so ownership was not going to go to a private person. It seemed like this was a record keeping issue.

REQUEST TO REVISE PERMANENT STREET OCCUPANCY PERMIT #17-018-P FOR EDISON ELEMENTARY – Columbus Elementary was recently closed and the students in that neighborhood will be attending Edison Elementary in the fall. Edison currently has stencils of lightbulbs painted on various sidewalks showing designated safe walking routes to school. They would expand those safe rout markings to help students in what was previously the Columbus attendance area. The easiest way to facilitate that was to revise Edison’s existing permanent street occupancy permit to allow for an expansion of the lightbulb stencils. Joel Cannon a former Columbus principal who was helping oversee the transition from Columbus to Edison spoke on behalf of the item and indicated that, once approved, they planned to hold a painting party in August and then educate the neighbors and attending families on where those new safe routes were.

ORDINANCE CHANGES RELATED TO THE A-25/A-26 BALDEAGLE DRIVE PAVING PROJECTS – This change would update the ordinance to reflect that parking is prohibited on the north/east side of Baldeagle Drive from Peregrine Boulevard to Lightning Drive.
ORDINANCE CHANGES RELATED TO THAT A-25 PROVIDENCE AVENUE PAVING PROJECT – This change would update the ordinance to indicate that parking is prohibited on the east side of Providence Avenue from Edgewood Drive to Aquamarine Avenue.
INTERMUNICIPAL AGREEMENT BETWEEN THE CITY OF APPLETON AND THE TOWN OF GRAND CHUTE FOR THE CONSTRUCTION OF NEW TRAFFIC SIGNAL AND RELATED ROADWAY IMPROVEMENTS AT THE RICHMOND AND RIDGEVIEW INTERSECTION – This was an agreement between the City of Appleton the Town of Grand Chute related to construction of a new traffic signal and associated roadway improvements at the intersection of Richmond and Ridgeway. The city applied for a grant to install the signals which covered 90% of the cost. The remaining portion of the cost would be split 50/50 between Appleton and Grand chute. Appleton is the lead agency on the project so it’s administrative fees will also be split and shared.
Alderperson Denise Fenton (District 6) noted that residents had been expressing gratitude already for the temporary signal that had been installed in that intersection, so she thought a permanent signal would be a wonderful thing for everybody traveling through that area.
The committee unanimously voted to recommend each item for approval.
