The Utilities Committee met 03/11/2025. They had two action items on their agenda, one to award the $106,787 Meter Test Bench Upgrade contract to Core & Main and the other the approve the 2024 Annual Stormwater Report.
Both items were approved unanimously with minimal discussion.

AWARD METER TEST BENCH UPGRADE TO CORE & MAIN IN THE AMOUNT OF $97,079 WITH A 10% CONTINGENCY OF $9,708 FOR A PROJECT TOTAL NOT TO EXCEED $106,787 – The memo was pretty straightforward. The current water meter test bench was installed in the late 1990s and is a completely manual system which provides opportunity for human error. The proposed upgraded meter test bench is an Automated Measuring System with computer automated valves and automated scaled tanks that will provide greater accuracy in measurement than the current system is capable of.

Public Works Deputy Director of Operations Nathan Loper told the committee that the older equipment was less likely to provide accurate test results, and, as a result, they had been shipping larger meters out to a third-party testing facility and paying them to test those meters.
He noted that many of the components on the existing test bench would be able to be reused on the new bench.
Alderperson Vered Meltzer (District 2) asked if there were any supply chain concerns. Deputy Director Loper did not know of any and hoped there would not be any.
The committee voted 4-0 to recommend the item for approval.
APPROVE 2024 ANNUAL STORMWATER REPORT TO WDNR (DUE 3/31/2025) – Public Works Deputy Director Pete Neuberger told the committee this was a standard report that the city had been submitted every year for a number of years. There was nothing about this specific report that stood out as remarkable to him. Additionally, none of the committee members had any questions. Alderperson Meltzer did comment that it was good that the report wasn’t interesting or challenging in any way.
The committee voted 4-0 to recommend the report be approved.
