Board Of Health Meeting 08/14/2024 – Will Vote On Child Passenger Safety Program Policy And Animal Ordinance Update, Receive Information On Prohibited Dangerous Animal

The Board of Health is meeting 08/14/2024 at 7AM.

They have two action items on the agenda, neither of which seem like they have any action associated with it.

The first is a policy review of the city’s Child Passenger Safety Program. It’s not clear what the board is voting on because, although the agenda lists this as an action item, it also lists it only as a “review”.

The other is an “Animal Ordinance Memorandum.” The purpose of the memo is to highlight the fact that the existing ordinance has been changed to exclude chickens from the maximum number of animals homeowners are allowed to keep. It is not clear what action the board is being asked to take, because the memo appears to indicate the changes to the ordinance have already been made.

The board will also be receiving a number of information items including a presentation from NEW Mental Health Connection and Diverse and Resilient, the second quarter report from the Health Department, and the Health Department’s new letter.

Additionally, they will be receiving information on a recent dangerous animal declaration. River, a retriever lab mix, was declared a prohibited dangerous animal after an incident on 07/05/2024 in which she attacked and bit a vet tech at North Heights Veterinary Clinic. During the unprovoked attack, River bit the tech three time in different locations.

River had been declared a dangerous animal back in June of 2023 after having engaged in a string of incidents involved aggressive behavior and unprovoked attacked against other dogs and/or humans. As a result, her owner was required to keep her leashed and muzzled at all time when she was outside of her dwelling in Appleton. In addition to River having attacked the vet tech, her owner also admitted that he was not muzzling her when he took her on walks. As a result, due to both the attack and River not being muzzled, she was declared a prohibited dangerous animal which meant that she is no longer allowed within the limits of the City of Appleton.
