Municipal Services Committee Meeting 08/12/2024 – Will Vote On Ballard Road Homeowner’s Variance Request For Driveway Extension

The Municipal Services Committee is meeting 08/12/2024at 4:30PM.

The item I would expect to result in the most discussion is a variance request for a driveway extension on a property on Ballard Road near Memorial Park. The owner of the house installed a 15’ x 15’ concrete slab next to the driveway three feet from the sidewalk. Someone complained to the city which investigated. The owner is claiming that the slab is intended not as a parking spot but to be used as an area for him and his wife to turn their cars around so that they do not have to back on Ballard. Regardless of the intent, under the Municipal Code, the slab is classified as a driveway extension. Driveway extensions into the front yard are allowed to be no more than 4 feet wide, so this slab is in violation of that, hence the owners application for a variance.

They have a few items on the agenda related to the Fox Commons Project. Boldt has submitted several permanent street occupancy permit applications for numerous awnings to be located at various points along College Avenue. Additionally, the developer has submitted a request to close the section of Oneida Street that runs through City Center until 12/08/2024.

There are also multiple ordinance changes related to parking changes and stop sign installations that have been implemented.

There is a request to approve a street vacation for an area of Sampson Street near Winnebago Street.

Finally, staff is requesting an amendment to the service contract for the new Econolite traffic signal control and management software. The original service contract was $103,400 with a $5,000 contingency available if needed. Staff would like to amend the contract and increase it by $29,110. This change is related to moving to moving away from an on-site system to a cloud-based system as well as permission from the Wisconsin DOT to us all remaining grant funds for the advanced purchase of annual subscriptions through 2032.
