Parks And Recreation Committee Meeting 06/10/2024 – Will Vote On Anti-Pesticide Resolution, Urban Forestry Grant Request, Update To Park Pavilion Rental Policy

The Parks and Recreation Committee is meeting 06/10/2024 at 6:15PM.

They will be voting on Resolution 4-R-24 which would prevent Appleton’s government employees and contractors from using certain pesticides on public property.

City staff opposes this resolution and has written a 125-page memo outlining their reasons for opposing it. They have also offered to provide a field training opportunity to alderpersons so that they can learn more about the city’s management practices.

Of note, even Health Officer Charles Sepers recommends against approving this resolution, noting that the application of lawncare chemicals is already highly regulated at both the State and Federal levels.

They will also be voting on a request to approve an amendment to the Houdini Plaza Lease agreement the city has with Bazil’s Pub, essentially just transferring the agreement from the old owner of Bazil’s to the new owner of Bazil’s.

They will be voting on a request to apply for a Wisconsin DNR Urban Forestry Grant to replace dead ash trees, increase the tree canopy, and incorporate food forests in disadvantaged census blocks within the Appleton. They are requesting $395,000, and because it is a zero-match grant the city will have no financial obligation if it is rewarded.

They will be voting on revised agreements for stormwater ponds at Memorial Park and Reid Golf Course.

Finally, they will be voting on an updated Park Pavilions and Special Areas Policy. The updates are aimed at ensuring that the rental process and the special event policy process are completed together because, in the past, some renters assumed that because their rental had been approved that the event itself was also approved.

As an information item, they will be receiving the May 2024 Revenue and Expense Report for Reid Golf Course.
