The Finance Committee is meeting 03/25/2024 at 5:30PM.
They have a lot of items on the agenda, many of which appear to be fairly routine requests to award contracts and purchase orders, accept grants, and make budget amendments.
There are some American Recovery Plan Act items on the agenda, and ARPA related things often result in discussion at both the committee level and Council.
The first ARPA related item is a request for approve Memorandum of Understanding Agreements between the city and the city departments carrying out various ARPA funded project. These projects include:
- Safe and Secure Cities Program – $40,000
- Neighborhood Watch Programming Integration – $50,000
- APD Basic Needs Team Space Remodel – $50,000
- Traffic Signal Control Safety Enhancements – $360,000
- Downtown Lighting Enhancements – $15,000
- Comprehensive Plan Updates and Sub-area – $400,000
- Neighborhood Leadership Academy – $100,000
- Appleton Transit Center Renovation – $1,800,000
The second ARPA related item is the request to approve the transfer of $2 million of ARPA funds to the Library project. Presumably, this is the $2 million that the Council authorized to provide broadband service and infrastructure for the library.
A non-ARPA related item of note is the request to approve a budget amendment recording the donation of $279,800 from Goodwill to cover 100% of the cost to replace the rubberized surface of the Miracle League Field in Memorial park. After experiencing some delays, this project was approved back in August of 2023.
