Municipal Services Committee Meeting 03/11/2024 – Will Vote On Overnight Street Parking Resolution, Proposal To Require Downtown Food Trucks/Street Vendors To Close At Midnight

The Municipal Services Committee is meeting 03/11/2024 at 4:30PM.

They will be taking up a number of action items including a couple street occupancy permits, proposed parking changes on Drew Street, and a proposed all way stop at the intersection of Capitol Drive and Conkey Street.

The two action items I would expect to result in the most discussion are Resolution 11-R-23 which would allow overnight on-street parking and the proposal to require street vendors in the Central Business District to shut down at midnight instead of 4AM.

The proposed changes to the length of time street vendors can operate in the downtown area received pushback at the recent Safety and Licensing Committee meeting. The proposal to require food trucks to close at midnight instead of being able to stay open until 4AM as they currently are was made by the Police Department which believes the change would reduce the likelihood of a large crowd of people gathering after bar closing time, an issue that has led to disturbances in the past.

Members of public, believed the proposal unfairly penalized street vendors when they were not responsible for the inebriated state of their customers and would harm small businesses. Suggestions were made to change the close time to anywhere between 1AM and 3AM rather than midnight.

The Resolution regarding overnight parking would allow overnight, on-street parking in Appleton with the purchase of a monthly parking permit.

It was first introduced back in October of 2023 and has been held a couple times since then to allow staff time to investigate issues related to the proposal. City staff still has a number of concerns regarding the proposal including their ability to enforce it and the impact it would have on snow plowing in winter. Per the memo, “Recognizing the implications listed above, DPW does not recommend approval of Resolution #11-R-23 without addressing the concerns outlined in this memo.”

The committee will also be receiving some action items including a public notice of the Lawe Street Information Meeting taking place on 03/18/2024 and an update on the Highway 21 expansion project.
