Safety And Licensing Committee Meeting 01/10/2024 – Will Vote On Recommendation To Deny Bartender License To Applicant Convicted Of Child Abuse, Battery, And Sexual Assault

The Safety and Licensing Committee is meeting 01/10/2024 at 5:30PM.

They have three action items on the agenda.

The first is a recommendation to deny a Bartender/Operator License from an applicant. Andrew applied for a license, but the Police are recommending denial because he was convicted of child abuse, strangulation and suffocation and battery, and 4th degree sexual assault. Per the memo from Lieutenant Ben Goodin, all of those “convictions are for exempt offenses under Wis. Statute 111.335(1m)(b) […] there is no requirement for the licensing agency to state its reasons for denial in writing or to allow the individual an opportunity to show rehabilitation and fitness to engage in the licensed activity.”

Additionally, it appears that the committee may be statutorily prevented from approving the application even if they want because the applicant “does not meet the requirements of Wis. Stat 125.04(5)(a)1. A license or permit related to alcohol beverages consequently may not be issued.”

The committee will also be voting on a request to approve the Fire Department’s intent to apply for a grant. The Fire Department wants to apply for a grant for $25,500 that they would use to purchase McGrath Video Laryngoscopes. Per the request, “Performing an intubation of a patient’s airway with a video laryngoscope has an improved first-time success rate by 15%. The tool provides a better view of the patient’s oral anatomy, making it easier to navigate anatomical variations like limited mouth openings, neck mobility, or situations where there is poor visibility. A video laryngoscope reduces the need to manipulate to the head or neck during the procedure.”

Finally, they will be voting on pawnbroker license renewal applications for several businesses.

The committee will also receive as an information item Directors Reports including an update on the Spring primary election, and Police Department hiring and promotions.
