The Appleton Area School District Board of Education is meeting 01/08/2024 at 6:00PM.
They will be drawing lots for the order candidates running for the Board will appear on the ballot in April.
They will also be receiving a presentation on the 2022-2023 district financial audit. The audit was conducted by CliftonLarsonAllen LLP (CLA) which issued a “clean” audit report; however, they did identify what they consider to be a “significant deficiency in internal control over financial reporting.” Per the report, AASD “contracts with us [CLS] and our knowledge of applicable accounting principles, financial statement format, and note disclosures to assist in the preparation of the annual financial report in an efficient manner. However, as independent auditors, CLA cannot be considered part of the District’s internal control system.” AASD ought to have the annual financial report prepared and reviewed by AASD “staff with expertise in financial reporting;” however, they do not do that because “district management has determined that the additional costs associated with training staff to become experienced in applicable accounting principles and note disclosures outweigh the derived benefits.”
CLA recommends that, despite the additional cost, AASD should have district staff review the annual financial report because “a thorough review of this information by appropriate staff of the District is necessary to obtain a complete and adequate understanding of the District’s annual financial report.” AASD leadership continues to believe that “the cost to hire additional staff to eliminate the control deficiency outweigh the benefits to be received.”
They will also be voting on a number of items including standards and framework for the instruction of English Language Learners, changes to the policy for district financial planning, receiving the district financial report, receiving the district facilities report, approval of a policy for multi-language learners, and approval of updates to the district’s Alcohol and Drug-free Workplace policy.
Additionally, as a discussion item, the Board will be reviewing and talking about the various resolutions that have been submitted to the Wisconsin Association of School Boards ahead of their annual convention 01/16/2024-01/19/2024.
