Municipal Services Committee Approves Request To Allow Police Community Service Vans To Park On 200 Block Of Elm Street, Installation Of Additional Streetlight On W Weiland Lane

The Municipal Services Committee met 08/21/2023. It was not a long meeting, and there were only three action items on the agenda. Around half of the meeting was taken up with discussion around the request to apply for a grant to replace 21 traffic signal computers/controllers.

They spent just a couple minutes discussing and voting on the other two action items, a request to allow Community Service van parking only along the 200 block of S Elm Street next to the police department and a request to install a new streetlight on the 1600 block of W Weiland Lane. Both of these items were approved unanimously.

I’ve prepared a transcript of the discussion for download.

The Police Department was requesting that the 200 block of S Elm Street which runs along the east side of Police Department building be re-signed from “No Parking” to “Community Service Van parking only”. This request was because the department had recently purchased three Ford Transit 150 vans and were concerned about “backing and parking operations within areas of limited space,” so they wanted a dedicated place where the vans could be parked outside of the Police Department’s parking lot in order to avoid any potential backing issue that might happen in that limited parking area.

Per Traffic Engineer Eric Lom, no parking had been allowed on Elm Street due to the loading bays at the Expo Center and the need to provide enough room for semis to make the turns needed to access those bays. However, the section along the 200 block of Elm Street did not actually overlap with the areas that needed to be open for the semis to maneuver. That section of the street had been signed as “No Parking” simply because the rest of the street had. There would be no issues with opening it up for CSO vans to park there.

The committee voted unanimously to approve the request.

The committee also took up a request to install a new streetlight in the 1600 block of W Weiland Lane at the cost of $4,673.49. Per the memo, there was a gap in the placement of the streetlights along that street. It looked like one of the lights that should have been installed had been missed at the time the neighborhood had been constructed.

This seemed like a routine request and the committee did not ask any questions about it before voting unanimously to approve the request.
