The Common Council is meeting 07/19/2023 at 7PM. It’s been a few weeks since the last Council meeting which was on 06/21/2023. Since that time, there have been two weeks of committee meetings so there are more items than usual on the agenda.
Mayor Woodford will be presenting the 2023 Flag Day Parade awards as well as providing an overview of the 2024 budget process.
One never knows exactly what action items will be separated out for individual votes. There isn’t anything in the agenda that is necessarily particularly controversial or that alderpersons seemed to hold strongly divided opinions about during the committee meetings. There are, however, a few items that were notable or spurred discussion of some sort or another.
The Safety and Licensing Committee voted unanimously to deny the Beer license application by Core’s Lounge, citing the establishment’s history of noise complaints and license violations as well as the fact that it had been found guilty of serving alcohol on the premises even after their previous alcohol license had been revoked. A couple members of the nearby residential neighborhood appeared and spoke at the committee meeting, requesting that the license be denied. If residents appear and speak at the Common Council about the matter, I would expect the item to be separated out.
The creation of Tax Incremental Financing District 13 to facilitate development in Southpoint Commerce Park was recommended for approval by the City Plan Commission and was the subject of an informational presentation back in May.
The dance studio flooring contract and the move of the dance studio out of City Center and into Northland Mall prompted some discussion at the Parks and Recreation Committee meeting. The project is notable because it has been necessitated by the new Fox Commons redevelopment project planned for City Center.
The placement and design of the sexual assault survivors monument planned for Ellen Kort Peace Park came before a couple different committees over the last few weeks.
The Human Resources and Information Technology Committee and the Board of Health both voted to approve the creation of a new Health Supervisor position as well as to move the city’s Coordinated Entry Specialist out from the Community and Economic Development Department and into the Health Department instead.
The Safety and Licensing Committee approved a 3-year ambulance service agreement between Gold Cross and the Appleton Fire Department. Quite a bit of discussion took place during the committee meeting, and the agreement is momentous in that, although Gold Cross has been providing service for the City of Appleton for over 25 years, this would be the first formalized agreement between Gold Cross and the city.
