Board Of Health Receives Information On Dangerous Animal Declaration For Black Retriever, Health Officer Sepers Says They Hope To Provide Presentation On The Dangerous Animal Declaration Process In August

The Board of Health met 07/12/2023. Most of the meeting was taken up with discussion about the request to create a new Health Supervisor position and move the Coordinated Entry Specialist out of the Community and Economic Development Department and into the Health Department instead.

They did also have a brief discussion about the dangerous animal declaration for a female retriever named Rivermay. Over the last two years, Rivermay engaged in a string of aggressive behavior and unprovoked attacks against other dogs and/or humans. This culminated in the city declaring her to be a dangerous animal.

As a result, Dylan, her owner, now needs to adhere to all requirements pertaining to dangerous animals which includes thing such as not allowing the dog outside of her house or kennel unless she is restrained with a leash no longer than 4 feet and capably controlled by someone who is at least 16 years old, not allowing her outside her dwelling unless she is muzzled sufficiently to prevent her biting people or other animals, and keeping her confined to a pen or kennel when not leashed or muzzled.

The owner also needs to post proper signage on the property, provide written proof from a licensed veterinarian that the animal has been spayed or neutered, and provide evidence of liability insurance not less than $1 million for any personal injuries inflicted by the animal.

This is one of several dangerous animal declarations that have been brought to the board recently.

The information provided to the board in the agenda packet was fairly self-explanatory and no discussion of the specifics of the Rivermay case took place, however, Health Officer Charles Sepers did tell the board members that he hoped in August to have Officer Matt Fillebrown, the Lead CSO and Humane Officer at the Appleton Police Department to come and give a presentation to the board on what the dangerous and prohibited animal process looks like.
