Municipal Services Committee Approves Pavement Marking Contract With Brickline Inc For College Avenue Lane Reconfiguration Project

The Municipal Services Committee met 05/08/2023. One of the items they took up was the request to approve the pavement marking contract for the College Avenue lane reconfiguration project. They will be changing the layout on downtown College Avenue from 2 lanes in either direction to one lane in each direction with a center turn lane down the middle and bike lanes on either side. Parking would remain mostly unchanged, although a couple parking stalls might end up being lost.

Brickline Inc gave the lowest quote of $71,910 which was just slightly less that the $73,000 the city had estimated it wouod cost. It was expected that the work would be completed sometime in July. The committee voted 4-0 to approve the contract.

I’ve prepared a transcription of the discussion for download.

The city solicited bids from the only two companies that have performed adequate work in the past. In this case, the other company’s bid was approximately $100,000. When soliciting the bids, the city had included a number of blackout dates during which the work would not be allowed to be performed. These included the weekly farmer’s market as well as other downtown events. Alderperson Chad Doran (District 15) wondered if having to work around that many blackout dates had caused the quoted price to increase, but City Engineer Lom doubted it was a major contributing factor.

The committee voted unanimously to approve the contract. Approval by the Common Council is the last step needed for the lane reconfiguration to happen.
