Municipal Services Committee Meeting 06/20/2022 – Will Vote On Jones Park Dumpster Request From ADI

The Municipal Services Committee is meeting 06/20/2022 at 4:30PM.

They will, once again, take up the request from Appleton Downtown Inc. for a waiver to place dumpsters over the summer in the parking lot by Jones Park without the required dumpster enclosures. The committee initially discussed this during their 06/06/2022 meeting but ended up holding it in order give time to get all of their questions answered. One of the main questions was why a dumpster enclosure had not been included in the original design of the park given that it has a stage and was intended to host large events and performances. Director Gazza authored a memo to the committee in which he states, “The park does not generate enough waste to warrant the cost of a dumpster.” He also indicates, “Dumpsters are for City use only and not offered to the public or for special events.” Furthermore, he points out that the request would require not only a variance to the dumpster enclosures requirements but also a variance for the city’s Special Events Policy. Ultimately, he did not seem supportive of ADI’s request.

Another action item on the agenda is the creation of a Transportation Utility. My understanding is that this item is appearing as an action item merely as a formality so that the committee can vote to hold it until a late date. Next steps for a transportation utility were discussed as an information item during the 06/06/2022 committee meeting during which they decided that they wanted to wait and see how the lawsuits regarding transportation utilities in Wisconsin played out before moving forward with such a utility in Appleton. There may be some discussion, however, since the committee members did have a few logistical questions regarding the implementation of a transportation utility.

The remaining action items on the agenda seem fairly straightforward. They include:

  • A request from Park Central on College Avenue to install a sign that overhangs the sidewalk.
  • A request from Appleton Downtown Inc to host a sidewalk sale in the College Avenue beautification strip
  • Approval of the conversion of one metered stall of a handicap-accessible stall on Morrison Street
  • Award the city’s epoxy pavement marking contract
