Two Resolutions Introduced During 04/20/2022 Common Council Meeting – Water Main Resolution and Soldier’s Square Resolution

Two resolutions were introduced during the 04/20/2022 Common Council meeting.

Resolution #5-R-22 Water Main Resolution was submitted by Alderperson Chad Doran (District 15). It notes that the City of Appleton is borrowing for roughly 80% of annual road projects and experienced a near record amount of water main breaks in 2021 and that the city has replaced only 5 miles of water mains since 2020 although a consultant had recommended it replace 30 miles of water mains between 2020-2024.

The resolution calls for the reallocation of $6 million in American Rescue Plan Act funds to fund the replacement of the remaining 4” water mains in the city and then 6” mains to match the 8” standard throughout the remainder of the city.

Resolution #5-R-22 Water Main Resolution

Resolution #6-R-22 was submitted by Alderpersons Alex Schultz (District 9) and Israel Del Toro (District 4). It builds upon previously passed Resolution #5-R-19 which called for the City of Appleton to commit to an effort to revitalize Soldier’s Square and recapture its former function and, if passed, would result in the Revitalization of Soldier’s Square” project to be added to Appleton’s 5 Year Capital Improvement Plan and an RFP process to be initiated to begin the design phase for revitalizing Soldier’s Square.

Of note, the Municipal Services Committee discussed the Soldier’s Square revitalization effort during a couple of recent meetings on 03/23/2022 and 04/14/2022.

[It’s kind of interesting to see these two resolutions juxtaposed. One is very concerned about the amount of borrowing the city is doing for its infrastructure projects and the way the city seems to be falling behind on basic infrastructure maintenance, and the other is wanting to speed up a project that, while aesthetically desirable, is not a priority from an infrastructure maintenance standpoint.]
