Safety And Licensing Committee Meeting 02/23/2022 – Will Take Up Intoxicated Bartender Resolution

The Safety and Licensing Committee is meeting 02/23/2022 at 5:30PM.

The first item on the agenda is Resolution 1-R-22 which would create an intoxicated bartender ordinance and make it unlawful for a bartender to serve alcohol while intoxicated. The Safety and Licensing Committee first discussed this during the 01/26/2022 committee meeting. Some doubts were expressed as to whether the resolution was necessary and there was some interest voiced in treating intoxicated bartending as a license violation rather than an ordinance violation. The committee eventually voted to hold the item to give time for staff to conduct more research.

Alderperson Chad Doran (District 15) has indicated on his aldermanic blog that he expects that, after undergoing further staff review, the resolution will not be moving forward due to concerns raised about enforcement.

The committee will also be voting on an addendum to the automatic assistance agreement between the fire departments of the cities of Appleton, Neenah, and Menasha.

They will also be voting on an agreement for urban search a rescue emergency response services. Per the memo “The AFD provided 18 members to the urban search and rescue team prior to 2019. The AFD desires to commit 20 members to WI-TF1. Each member will be credentialed in advanced rope rescue, confined space rescue, trench rescue, water rescue, large area search, and structural collapse (approximately 400 hours). All training backfill is reimbursed, along with costs associated with deployment. Many of our staff already have the training from their affiliation prior to 2019.”

Finally, the committee has a number of applications that they will be reviewing and voting on.
