Community And Economic Development Committee and Safety And Licensing Committee Special Meetings Scheduled For 07/07/2021 – Will Award Neighborhood Development Contract And Review Core’s Lounge Noise Complaints

There are two special committee meetings scheduled for 07/07/2021 prior to the Common Council meeting that evening.

The first one is a Community & Economic Development Committee meeting at 6:15PM.

Their one action item is a “Request to award the project for the College Avenue North Neighborhood Plan in an amount not to exceed $100,000 to RDG Planning & Design.”

The city has been seeking a consulting firm to help them create a neighborhood plan for the area north of College Avenue that, most notably, includes the Appleton Public Library and Transit Center. [Mayor Woodford touched on this briefly during the Finance Committee meeting that awarded the library design contract to SOM.]

City staff is recommending that that contract be awarded to RDG Planning & Design. Per the memo, “RDG demonstrated an understanding and approach to the project that illustrated their multidisciplinary experience, deep knowledge in neighborhood planning, ability to build consensus among different interests, knowledge of markets, housing and trends, creativity, commitment to use many tools to reach stakeholders, and enthusiasm for the community. These skills, experiences and use of tools will allow for the creation of a successful plan.”

Following that meeting, at 6:30PM, the Safety and Licensing Committee will be holding a special meeting.

The main purpose seems to be to approve license applications and renewals for a variety of businesses. They do, however, have a few information items including the Appleton Police Department’s application for an Edward Byrne Memorial Justice Assistance Grant, information on various special events, and, perhaps most interestingly, a report from the Appleton Police Department about the noise complaints regarding Core’s Lounge.

The police department put together a very comprehensive report outlining the complaints the police department received and the steps they took in response to those complaints. It looks like there are 3 people in the neighborhood who have been experiencing noise issues related to Core’s Lounge whereas 7 other neighborhood residents who have not had problems.

[Honestly, it’s hard to read this report and see how the city could reasonably revoke Core’s alcohol license due to noise issues, and I’m interested to see how the committee responds and whether this issue goes any further or just gets dropped.]
