Municipal Services Committee Meeting Agenda For 12/21/2020

The Municipal Services Committee is meeting on 12/21/2020 at 4:30 pm.

They’ll be voting on whether to recommend approving the plans to reconstruct Owaissa Street, from Opechee to Pacific, with concrete instead of asphalt and to install a sidewalk along the east side of Owaissa Street from approximately 160’ south of Pacific Street to approximately 500’ south of Pacific Street.

Judging by the public feedback they received, the neighbors are uniformly opposed to this plan and are particularly upset that installing a sidewalk would result in the destruction of around 10 mature trees. Several also point out that Owaissa is a low-traffic road and that asphalt should be sufficient.

There’s an interesting memo that gives some background on the issues of purchasing supplies to maintain traffic lights and other equipment. If you want some additional education in that area check it out.

There are also a couple of requests related to TDS’s ongoing 5G installation project.

There are also a couple information items, (1) an update from the state on their Hwy 41 project and (2) a 2019 crash report for the city of Appleton.

The crash report was interesting to look through. Total number of crashes are up but fatal crashes are still low and crashes resulting in fatalities have decreased. Surprisingly, roundabouts seem to have a higher crash rate than intersections with traffic lights. I am wondering if that is because of the roundabout at Northland and Richmond which, far and away, has the highest crash rate of any intersection in the city of Appleton. In 2019, it had 84 total crashes. By contrast the intersection with the second highest number had only 18 crashes in 2019.
