Finance Committee Meeting 06/21/2021 – Will Review Recommendations Regarding Two Resolutions

The Finance Committee is meeting 06/21/2021 at 5:30 PM.

Highlights from the agenda include…

The 2020 Audit and Executive Summary will be presented. The agenda packet only includes the PowerPoint slides for the presentation which aren’t overly detailed, but they do seem to indicate that Appleton’s 2020 audit came back clean, there were no deficiencies in internal control over financial reporting, and there were no compliance issues.

City staff has released their recommendations in response to Resolution #8-R-20 City of Appleton Brand Study submitted last year by Former Alderperson Chris Croatt.

Staff has proposed a draft of a Request For Proposal to get bids from qualified consulting firms “with experience in municipal identity/branding, including development of a brand values statement; logo development and associatedgraphic standards; marketing research (both quantitative and qualitative); message/positioning development; and recommendations for brand rollout through various marketing tactics.” They believe that “[l]eaving the City’s brand unchanged could put the City of Appleton at a competitive disadvantage.” The average cost for the services the city is seeking is $73,000.

The city’s Attorney’s Office researched the issues surrounding Resolution #5-R-21 Political Signs on City Property which was submitted by Former Alderperson Kyle Lobner.

This was the resolution aimed at preventing the display of political signs on city owned property that was leased by private entities. The Attorney’s Office has concluded that the city cannot unilaterally implement a ban of such things due to First Amendment considerations, but could update the terms of their leases to preclude the display of such items.

They will also be voting on a request to approve the 2022 Assessment Policy.

There are also a number of information items mostly related to contracts for various maintenance projects around the city. The Committee will also be updated on the Library’s plans to eliminate overdue fines.
