Safety And Licensing Committee Meeting Scheduled For 03/24/2021

The Safety and Licensing Committee is meeting 03/24/2021 at 5:30PM.

On the agenda is…

1. A recommendation to deny a liquor license to an applicant.

2. A resolution to prohibit large scale commercial dog and cat breeding.

[If I’m reading the text of the resolution correctly, this new ordinance would flat out ban pet stores from selling cats and dogs and also forbid pet stores from charging a fee for providing space to showcase rescue animals. The title implies that it’s directed at “large scale” dog and cat breeding, but the actual proposed text does not mention the size of an operation or the way that animals are treated.

The actual proposed text of the new ordinance also doesn’t seem directed at breeders at all but rather at pet stores.

Additionally, I know there are sometimes small scale breeders who work out of their homes and seem to conduct themselves in an ethical manner. It’s not clear to me if the resolution’s definition of “pet store” as “a retail establishment where companion animals are sold, exchanged, bartered, or offered for sale to the general public” would apply to them or not.

I’m curious if this is currently an issue in Appleton. Is this an actual problem that Appleton is facing that they are trying to resolve? Or is this a solution in search of a problem?]

3. Request from the Appleton Fire Department to update Section 6-56(b) of the city ordinance. The Fire Department wants to move from using the 2015 International Fire Code (IFC) to the 2018 IFC. 

4. Several liquor license applications. [Side note: There’s a chicken and waffle restaurant coming to Appleton?]

5.There will also be several reports from various city directors.
