The Municipal Services Committee met 06/23/2025. They had four action items on the agenda only one of which garnered any degree of discussion, and all items ended up being approved unanimously although Alderperson Alex Schultz (District 9) abstained on one item presumably due to a personal conflict.

PARKING CHANGES AT 500 BLOCK OF W JOHNSTON STREET – This was the only item that generated any discussion. The city created a 15-minute loading zone near the south east corner of the block and designate a one-hour parking zone along the rest of the street starting at the loading zone westward which is in effective from 9AM to 5PM every day except Sundays and holidays. They conducted a 6 month trial period, and now staff wanted to make the changes permanent.

William Wetzel, the owner of the building that houses Acoca Coffee appeared at the meeting and spoke in favor of the change noting that it allows delivery vehicles to park in compliance with the law which, currently, they rarely do on that street.
There was one aesthetic issue with the current placement of the parking signage. Mr. Wetzel wanted them moved slightly so that he could put a sign over the back door of his building. City staff indicated they had come to an agreement with him over the new placement of the signs, and Mr. Wetzel would cover the cost of moving the signs over about 9 or 10 feet.
The committee voted 4-0 to recommend the item be approved. Alderperson Schultz abstained.
PARKING CHANGES AT 300 BLOCK OF W FOSTER STREET AT FOSTER ELEMENTARY SCHOOL – At the request of the Appleton Area School District, city staff had created a Bus Loading Zone and a No Stopping, Standing, Or Parking on School Days zone in front of Foster Elementary. After having conducted a 6-month trial, they were asking to make those changes permanent.


The committee voted 5-0 to recommend the item be approved.
UNIT Q-25 PAVEMENT MARKING MAINTENANCE CONTRACT – City staff was asking for approval to award the 2025 paint-based pavement marking contract to Crowley Construction Corp. for a total of $42,386. The city solicited bids from 5 companies, but Crowley was the only one who responded. Per the memo from staff, “Crowley has completed this type of work for the City in recent years with excellent results.”

The committee voted 5-0 to recommend the item be approved.
LONG TERM TEMPORARY OCCUPANCY PERMIT FOR TEMPORARY GENERATOR EXHUAST LINE IN SUPERIOR STREET RIGHT-OF-WAY THROUGH DECEMBER 13, 2025 – Public Works Deputy Director Pete Neuberger noted that this long-term temporary occupancy permit had been presented to the Public Works Department by the city’s building inspector who had coordinated with the contractor, Building Inspections, and the Department of Public Works. Both Building Inspections and DPW supported the request.
The committee voted 5-0 to recommend the item be approved.
