City Plan Commission Approves Annexation Of 11 Acres Into City, Acquistion Of 222 N Oneida Street For Transit Center Project

The City Plan Commission met 05/28/2025. In addition to approving a couple rezonings and approving the preliminary plat for the Thrivent development, the commission took up a request to annex 11 acres into the city and a request to approve the acquisition of the vacant lot at 222 N Oneida Street for public grounds. The commission voted unanimously to approve each item.

E NORTHLAND AVE/441 ANNEXATION – This request made by the property owner pertained to 11.1796 acres of land along Northland Avenue just west of 441. The developer of the land intends to build three different properties on this land which would be served by City of Appleton utilities and municipal services.

A commission member pointed out that annexing this land into Appleton would result in a section of Grand Chute land to the south west of this annexation no longer being connected to any other Grand Chute land. It would essentially be an island of Grand Chute surrounded by Appleton. Principal Planner Don Harp told the commission that Appleton’s boundary agreement with Grand Chute does allow for the creation of such Grand Chute islands. Mayor Woodford noted that this was not unique as there were other such islands toward the east side of Appleton.

The commission voted unanimously to recommend the annexation be approved.

ACQUISITION OF 222 N ONEIDA STREET – Valley Transit is planning to build a new transit center that would take up the entire block that the current transit center is located on. The project would include a transit center on the first floor and housing on upper floors. In order to accomplish this, the city needs to own all of the land where the development will be located. Currently, the vacant parcel to the north of the existing transit center is owned by the Appleton Redevelopment Authority. Valley Transit has an agreement with the Redevelopment Authority to purchase the land and is now ready to move forward with the purchase; hence the need for approval by the city.

The commission voted unanimously to recommend the item be approved.
