The Finance Committee is meeting 04/21/2025 at 5:30PM.
Outside of housekeeping items related to the start of the new Council year, the committee has 5 action items on the agenda.
They will be taking up the 2024-2025 budget carryover requests of $127,631 associated with 2024 Facilities Capital Projects. City staff wants to take $107,625 of funds left over from the 2024 Park Pavilion Roof Replacement Project and direct it toward hiring a consultant to create a sustainability and climate action plan for Appleton. They also want to take $20,006 left over from a furniture upgrade project and a fire station lighting upgrade project and put it toward new City Hall signage associated with the Fox Commons/City Center redevelopment project. This item was initially recommended for denial but was then referred back to the committee for further discussion.
They will be voting on a request to award the $851,384 2025 Lundgaard Park Pavilion Project contract to Milbach Construction Services Company.
They will be voting on $41,800,000 of additional 2024-2025 budget carryover appropriations that were not included in the annual budget carryover request that was made last month. They items are related to the Downtown Transit Center Project and the Vally Transit Whitman Facility Remodel Project.
They will be voting to award a green and yellow parking ramp roof replacement contract in the amount of $191,860.
Finally, they will be voting on a request to create a reserve fund for American Recovery Plan Act-related obligations. The city created an interest-bearing bank account for ARPA funds in order to keep those dollars separate from other city funds. That account has accrued $1.5 million in interest which is not subject to ARPA or federal grant restrictions. Per the memo from Finance Director Jeri Ohman, “City staff recommend establishing a reserve using the accrued interest to cover potential increases in project costs or to fulfill obligations for ARPA-related projects through December 2026.”
