The Municipal Services Committee met 12/09/2024. It was a short meeting lasting only around 10 minutes during which the committee voted unanimously to approve each of the three action items.

2025 MORRISON STREET ASPHALT RECONSTRUCTION TRAFFIC CALMING DESIGN CHANGES – This was the only one of the three items that prompted much discussion. The overall design of the reconstruction of Morrison Street between Glendale and Wisconsin Avenue was already approved. City staff was requesting the addition of:
- A traffic calming circle at the Morrison/Brewster intersection
- Curb extensions at the Parkway Drive/Erb Pool Driveway intersection
- A raised concrete crosswalk at the south side of the Parkway Drive/Erb Pool Driveway intersection
Aspects of the design that were not going to be changed was the overall street width from curb to curb of 27 feet, the traffic calming circle to be constructed at the intersection of Morrison and Lindbergh, and the restriction of on-street parking along the west side of Morrison.
These proposed changes were the result of discussions between Alderperson Chris Croatt (District 14), Mayor Woodford, and city staff that had been prompted by concerns raised by residents in the neighborhood.
Alderperson Denise Fenton (District 6) lived in the area was pleased with the changes, noting that she often was concerned when she saw kids crossing the street to go to the pool.
Alderperson Croatt mentioned that the number and speed of cars travelling through the area had been brought up by residents. This was a concern not only because of kids going to Erb Park and Pool but also to the schools that were in the area. He was thankful that staff and the mayor had been willing to discuss making changes to the original design to help respond to those issues.
Alderperson Vered Meltzer (District 2) was also pleased with the proposed changes and added, “I think, you know, it’s important that that comment that this is the third time that it’s coming through here. So, I think this really shows how this has been a dialogue, and that public input has really mattered. I think that there’s still kind of a myth out there that some of these—that these designs, are generally kind of assumed by many to be a done deal as soon as the design proposal is offered on the first agenda where it appears. And so, I just want to kind of highlight this as a demonstration that that’s not the case, and really that robust dialogue with constituent input is so impactful.”
2025 CONTRACT FOR OPERATION, MAINTENANCE, AND MONITORING AT THE CLOSED CITY OF APPLETON LANDFILL TO SCS ENGINEERS IN AN AMOUNT NOT TO EXCEED $76,361 – This item was approved unanimously without any discussion.
2025 SOLE SOURCE PURCHASE REQUEST FOR VARIOUS TRAFFIC EQUIPMENT AND TECHNOLOGIES – Traffic and Parking Control Company, Inc (TAPCO) is the exclusive vendor in Wisconsin for Siemens traffic signal cabinet and control equipment. The City of Appleton uses that brand and therefore needs to purchase equipment from TAPCO.
