Safety and Licensing Committee Meeting 10/09/2024 – Will Vote For Second Time On Bartender License For Applicant With 3 OWIs And 1 Felony Conviction For Elevated Blood Alcohol Level, Vote On New Special Events Policy

The Safety and Licensing Committee is meeting 10/09/2024 at 5:30PM.

They will be reconsidering and voting on the operator/bartender license for Cindy Reed. Cindy had three OWI convictions between 1995 and 2007 and then in 2024 received a felony conviction for driving with a prohibited blood alcohol content level. This did not rise to the level of legal intoxication but was illegal for her given her history of OWI’s. She claimed that the elevated blood alcohol level was due to having taken Nyquil before she drove. During the last committee meeting, the committee voted 3-1 to recommend her bartender license be renewed. At the 10/02 Common Council meeting, Alderperson Denise Fenton (District 6) referred the item back to the committee for further discussion and another vote.

The committee will also be voting on the proposed special event policy for 2025. This is basically a wholesale re-writing of the existing special events policy that will create a uniform application deadline for all events, revamp the fee schedule, adds a requirement that special event applicants complete a supplemental Safety and Emergency Response Plan with their application, and adds information about the use of city electricity at events.

The committee will also be voting on three alcohol license applications.
