Finance Committee Meeting 08/12/2024 – Will Vote On Resolution To Require Approval By 2/3 Of Council To Implement Changes To Wheel Tax

The Finance Committee is meeting 08/12/2024 at 5:30PM.

The main item of discussion will probably be the Resolution to require approval by 2/3 of the Common Council to make any changes to the wheel tax or wheel tax fees. If passed, this change would bring the threshold to change the wheel tax in line with the threshold required to approve other finance-related items such as transfer of funds and special use permits and would also bring it closer to the ¾ majority required to implement aldermanic salary changes.

The committee will also be taking up a number of other items including requests to accept $25 million in grant funds for the downtown transit center project and $12 million in grant funds for Valley Transit’s Whitman Facility remodel project.

There is also a request to de-obligate a total of $45,000 in ARPA funds left over from the Comprehensive Plan Update project and the Neighborhood Leadership Academy project and re-obligate those dollars to the Human Resources Strategic Planning Project. The HR Strategic Planning Project “will include an organizational assessment, creation of a core mission and guiding principles, core values, and identification of top priorities based on customer data and feedback. The development of this internal strategic plan will be coordinated with the update of the City’s external comprehensive plan update to ensure alignment of the internal and external plans.”

As an information item, the committee will be receiving the 2024 Risk Management Mid-Year Report.
