The Human Resources and Information Technology Committee met 06/28/2023. They had one action item on the agenda which was a reorganization at the Appleton Police Department. It was a pretty simple request that did not take much time to discuss or vote on. They wanted to reassign the Support Services Lieutenant to patrol and then move some of the duties of that position to the Support Services Administrative Support Specialist position. This change would result in the administrative position moving from pay grade 5 to pay grade 6.

Director of Human Resources Jay Ratchman explained that this change made a lot of sense because they were placing the tasks with the job to which they belonged. Lieutenants make up to $49.50 per hour whereas a pay grade 6 administrative position only earned up to $32.07 an hour.
He went on to say that there would be no effect on salary for 2023. Even though the employee currently in that position would be bumped up a pay grade, a raise would not be immediately warranted. He also noted that the different in the maximum pay under pay grade 5 versus pay grade 6 was only $2.92 per hour ($29.15 versus $32.07 per hour) which worked out to just over $6,000 annually.
The committee voted unanimously to approve the request.

The Safety and Licensing Committee on 06/28/2023 also briefly touched on this as an information item. Police Chief Polly Olson told the committee “In summary, this was in sort of a trickle-down impact of some other reorganization that we did if you recall with the creation of the Police Community Engagement Coordinator position, and the retired—impending retirement or at least move of our support services lieutenant, we had to realign some tasks for that position. And that included increasing tasks for a support services position that then resulted in a reclassification from pay grade five to pay grade six, I believe. And that’s really just a short summary of that.”
