Municipal Services Committee Meeting 02/20/2023 – Will Receive Update On College Avenue Lane Reconfiguration Proposal, Vote On 2 Year Bird E-Scooter Agreement

The Municipal Services Committee is meeting 02/20/2023 at 4:30PM.

There are a couple items that may be of particular interest to the public: an update on the College Avenue lane reconfiguration proposal and a request to enter into an agreement to allow the Bird E-scooters to remain in Appleton until 12/31/2024.

Regarding the College Avenue Lane Reconfiguration Project, staff is now recommending that it be implemented as an 18 month pilot project with data being collected on traffic count, bike/pedestrian/scooter count, crashes, vehicle speed and parking meeting revenue in addition to feedback from residents and business owners.

Regarding the Bird e-scooter agreement, this new agreement would last until 12/31/2024 and would:

  • Reduce the maximum speed on downtown College Avenue from 15MPH to 12MPH.
  • Prevent customers from ending their rides on bridges.
  • Pay the city $0.10 per ride to cover the city’s administrative, education, and enforcement expenses.
  • Limit the number of scooters deployed between Wisconsin and Calumet to 100
  • Limit the number of scooters deployed in a group to no more than 10 in any given location.

City staff is also asking for changes to the Enhanced Crosswalk Program study that was approved back in March of 2022. They are now requesting to expand the scope of that study to focus more generally on helping the city “establish a set of strong foundational policies that would guide our roadway design efforts in the future.”

The committee will also be voting on a request to further limit parking in the 900 block of E John Street in conjunction with the proposed Eagle Ridge Condominium development that will be going in there.
