Common Council Approves Bench Placard Honoring Robert Rueckl, Installation Of Parklet Near Library, Parking Changes Behind Acoca Coffee

The Common Council met 07/16/2025. It was a short meeting, the bulk of which was taken up with giving out awards associated with the Flag Day Parade. When it came time to vote on items from committees, the Council approved everything unanimously. They did separate out three items for individual votes but did not discuss any of those three items.

I’ve prepared a transcript such as it is of the votes on the three separated items:

ROBERT RUECKL MEMORIAL BENCH NEAR HEID MUSIC – Heid music wanted to install a placard on the bench next to their store that memorialized Robert Rueckl, a well-known Appleton photographer who passed away in 2020. This item was recommended for approval by the Municipal Services Committee.

It was separated out for an individual vote by the Common Council because a representative from Heid attended the meeting, so they wanted to highlight the vote, but there was no discussion on the item. The Council approved it unanimously.

PARKING CHANGES AT 500 BLOCK OF W JOHNSTON STREET –This section of street is located behind the Acoca Coffee building. The city created a 15-minute loading zone near the south east corner of the block behind and designate a one-hour parking zone along the rest of the street starting at the loading zone westward which is in effective from 9AM to 5PM every day except Sundays and holidays. They conducted a 6-month trial period, and now staff wanted to make the changes permanent. The request was recommended for approval by the Municipal Services Committee.

It was separated out for an individual vote by the Common Council because Alderperson Alex Schultz (District 9) presumably had some sort of personal association with this and needed to abstain from voting. The Council unanimously approved the request with Alderperson Schultz abstaining.

PARKLET ON WASHINGTON STREET NEAR APPLETON/WASHINGTON INTERSECTION – Appleton Downtown Inc owns a parklet, or modular prefabricated street deck in which they place chairs and tables for people to be able to sit down in and eat separate from the outdoor seating options associated with specific restaurants in Downtown Appleton. They have set it up every summer for the last several years. Last summer it was located on Washington Street on the northwest corner of the Washington/Appleton intersection, near the library. ADI was asking permission to install it again this summer in that same location. The request was recommended for approval by the Municipal Services Committee.

It was separated out for an individual vote by the Common Council, again, because Alderperson Schultz had some sort of personal association with this and needed to abstain from voting. The Council unanimously approved the request with Alderperson Schultz abstaining.
