The City Plan Commission met 06/25/2025. All of the items on the agenda were related to a section of land near the intersection of Northland Avenue and Highway 441. The developer wanted to rezone the land to Commercial and then divide the parcel into 3 lots and 1 outlot in order to facilitate development of the property.
The commission ended up voting unanimously to recommend the rezoning and the division of the parcel into various lots.

Part of the land in question was recently annexed into the City of Appleton from the Town of Grand Chute. The rest of the area that was the subject of action at the commission meeting had been annexed into the city around 30 years ago. The land that had been annexed into the city was currently undeveloped except for one warehouse building.
The location near Northland and Highway 441 provided high visibility and easy access, so it was a good location for development, particularly for commercial as well as light industrial development. The area already has 20,000 square foot light industrial building/warehouse and the owner wants to build a 77,000 square foot multi-tenant industrial style building on the east side of the land. In order to further than aim, the land needed to be rezoned as a C-2 Commercial District from its existing zoning which was a combination of M-1 Industrial and AG Agricultural. As part of that rezoning request, the city’s Future Land Use Map needed to be updated.

Finally, the owner was asking for approval of a certified survey map that would divide the land into 3 lots and 1 outlot for stormwater detention.

Additionally, as part of that certified survey map, the city would release its interest in a 6-foot wide public utility easement currently associated with the land. Principal Planner Don Harp explained to the commission that the signing away of the easement was a housekeeping measure more than anything. Around 1995, two easement releases had been drafted and recorded; however, the language in those releases was not as clear as they could be, so it was felt that the city should draft a new document clarifying that it was releasing its interest in the easement. Principal Planner Harp told the the commission that the Public Works Department had confirmed that there was no utility infrastructure located in the easement.
The commission did not have any questions about any of these items and voted unanimously to recommend them all for approval.
