Board Of Health Reviews Dangerous Animal Declaration – Owner Does Not Contest Designation

The Board of Health met 06/11/2025. They had a Dangerous Animal Declaration listed on the agenda.

An American Staffordshire dog named Koda had been declared a dangerous animal after he attacked another dog and left injuries that needed stitches and a drainage tube to be inserted. During the attack the owner tried to use a shock collar to stop Koda, but when that did not work a Lacross stick had to be used to break up the attack. The attack was determined to be unprovoked and not on Koda’s property.

The designation of Koda as a dangerous animal means that the owner must meet the requirements laid out in Section 3-132 of the Municipal Code pertaining to harboring dangerous animals. Those requirements include requirements regarding animal registration, leashing and muzzling, confinement, neutering, and insurance.

The item was listed as an action item on the agenda which suggested the declaration was perhaps going to be contested by the owner, but it turned out it was just an information item.

Health Officer Charles Sepers told the committee the designation had not been challenged. Board Chairperson Cathy Spears responded, “All right, so we’re safe again.”

[That response struck me a goofy non-sequitur given that a dog owner not challenging a dangerous animal designation doesn’t in any substantive way signify that the community is now safe from the dog.]
